Leino Park Water District Board of Commissioners Meetings

You are always invited to attend our regular monthly meetings, typically held on the first Wednesday of each month
at 7:00 pm. Our meetings are now being held in person.

Water Rate Increase Notice

The Town of Westminster has raised our water rates effective July 1, 2024, so we must do the same. Click on the Water Rate Increase Announcement link under the Special Notices tab to the left for details.

Our Service Line Inventory

The Enviromental Protection Agency (EPA) is requiring that all Public Water Systems (PWSs) complete and submit a Service Line Inventory (SLI) to their state agency, in our case, the Massachusetts Department of Enviromental Protection (DEP) by October 16, 2024. The service line is the piping between the water main and your water meter. Our SLI was completed using our water system as-built drawings, dated June 2, 1989. SLIs will be used by DEP to document the type of materials withing a water distribution system and determine if funding should be made available for replacement of lead piping. The DEP has yet to review and approve our SLI, but will conclude that we do not have any lead piping within our system. Our SLI may be viewed by clicking on the link under 'For Your Review' to the left. The Annual Lake Drawdown began Friday November 1st 2024

The fall drawdown began on Friday November 1st 2024. The plan is to drop the water level 2 feet and keep it down until April 1st 2025 to help with weed control. Of course rain and snow will make it difficult to maintain a constant level so we will see how this works out. Note that any shoreline projects must be arranged through the Westminster Conservation Commission.

The Leino Park Water District 2024 Annual Meeting

Thanks to all who attended our Annual Meeting on Saturday June 8th 2024. This was possibly our most productive meeting ever. Almost everyone participated in discussions on solving some our current issues and planning for projects that we need to do in the near future. The Board would like to thank those that volunteered to form committees. We look forward to having their guidance. Our Bridge is now open!

It is hard to believe but on October 3rd 2022, our beautiful new timber bridge was opened. Construction was complete within budget and slightly ahead of schedule. The Board has been working to make this happen for more than a dozen years and the end result is better than we ever imagined. Thanks to everyone for your support.

Water Quality

Water for the Leino Park Water District is actually supplied from the Town of Westminster, which is supplied by the City of Fitchburg. All water providers are required to regularly test water for specific substances and contaminates, and report the findings annually. Our 2023 Consumer Confidence Report (CCR) is the most recent comprehensive report. As a supplement to our report, the Town of Westminster has published their 2023 Water Quality Report. Click on the links under the 'Water Quality Reports' tab (on the left) to view the reports.

The Leino Park Water district is currently in non-compliance with the maximum contaminate levels (MCL) for 'total trihalomethanes' (TTHMs) and has been since March 2024. We are in compliance with all other tested substances. Prior to our March 2024 violation, our last violation notice was issued in August, 2022. Violation notices are issued by the Massachusetts Department of Environmental Protection (DEP) when levels of any of the tested substances or contaminates is outside the range defined by the Environmental Protection Agency (EPA). Recent violation notices that have been issued to the Leino Park Water District may be viewed by clicking on the Violation Report link under the 'Special Notices' tab to the left. Older violation notices may be found by clicking on the 'Reports from Previous Years' link under the 'Water Quality Reports' tab in the left column.

Water Meter Readings and Rates

Water meters are read in January and July. Customers are billed shortly after each reading.
The following water rates went into effect on July 1st 2024:

$71.88 (minimum) for up to 6,000 gallons of water in the billing period (6 months). Plus
$11.98 for each 1,000 gallons over 6,000 gallons.

The following late payment fee schedule has been in effect since January 1, 2016:
  - The greater of $10.00 or 1.5% of the balance due will be added each month
     to all accounts that made no payment towards a balance due.
  - The greater of $10.00 or 1.5% of the balance due will be added each month
     to all accounts that made a payment of less than 50% of the balance due.
  - The greater of $5.00 or 1.5% of the balance due will be added each month
     to all accounts that made a payment of 50% or more of the balance due.
  - A late fee can be avoided by ensuring that entire balance is received by
     LPWD, on or before the due date.

The following miscellaneous fees went into effect on June 2, 2021:
  - Water Turn Off at the curb stop - No Charge.
  - Water Turn On at the curb stop - $25.
  - Unscheduled Meter Reading - $25 plus water used since previous reading.
  - Water Meter Removal - No Charge.
  - Water Meter Installation/Repair/Replacement - $25 plus cost of parts.
  - Water Pressure Regulator Repair/Replacement - $25 plus cost of parts.
  - Hydrant Usage Fee - $25 plus water used.
  - Underground Pipe Location Services - No Charge.
  - New Account/Connection Fee if 1995 betterment has been paid on parcel - No Charge.
  - New Account/Connection Fee if 1995 betterment has not been paid on parcel - $5095.
